Die Fünf-Prozent-Hürde in der Diskussion
Seit Jahren wird kontrovers über sie diskutiert: die Fünf-Prozent-Hürde. Den einen Beobachtern ist sie zu hoch, andere kämpfen für ihre Abschaffung. Kurz vor Weihnachten hat das Bundesverfassungsgericht darüber verhandelt, ob die geplante Drei-Prozent-Hürde für die Europawahlen mit der Verfassung vereinbar ist. Vor einigen Jahren hatte man in Karlsruhe bereits die Fünf-Prozent-Sperrklausel für die Wahlen zum Europäischen Parlament für verfassungswidrig erklärt. Auf der Webseite der Bundeszentrale für politische Bildung findet sich ein aktueller Artikel, der die Geschichte der Sperrklausel beleuchtet, Pro- und Contra-Argumente präsentiert und ein Blick auf Sperrklauseln in anderen europäischen Länder wagt.
