Was ist ein „hung parliament“?
Es sind nur noch zwei Tage bis zur britischen Unterhauswahl in Großbritannien. Und die Nervosität steigt auf allen Seiten.
Nach wie vor nicht ausgeschlossen ist, dass es nach der Wahl zu einem „hung parliament“ kommt, d.h. dass keine der beiden großen Parteien – Konservative wie Labour – eine Mehrheit im Parlament erhält, die sie zum Regieren befähigte. Seit 1974 haben sich Labour und die Konservativen (auch Tories genannt) in der Führung der Regierungsgeschäfte abgewechselt.
Nach derzeitigem Stand der Umfragen dürften die Konservativen zwar am Wahlabend deutlich in Führung liegen, eine Mehrheit im Unterhaus aber deutlich verpassen. Noch nicht ganz klar ist, wie sich in diesem Fall die Liberaldemokraten verhalten werden. Der Parteiführer der Konservativen, David Cameron, hat intern durchblicken lassen, dass er sich vorstellen könne, eine Minderheitsregierung zu führen und sich seine Mehrheiten auf einer Fall-zu-Fall-Basis zu suchen. Alternativ könnte es im Herbst zu erneuten Wahlen kommen.
Premierminister Brown dagegen drängt in den finalen Tagen des Wahlkampfes darauf, den Anti-Tories-Stimmenanteil auf Labour zu konzentrieren (und die Liberaldemokraten außen vor zu lassen), um zu verhindern, dass die Konservativen eine deutliche Mehrheit im neuen Unterhaus erhalten.
