Noch einmal: Zur Reform des Wahlrechts
Das Echo ist deutlich: die Frankfurter Allgemeine berichtet von „verärgerten Karlsruher Richtern“, die „missachtet“ werden, die Opposition spricht von „Staatskrise“, und die Süddeutsche Zeitung spricht von einer „Schande für das Parlament“.
Tatsache ist: mit Ablauf des Juni 2011 hat die Bundesrepublik kein gültiges Wahlrecht mehr. Dann ist der Zeitpunkt verstrichen, bis zu dem das Bundesverfassungsgericht im Jahre 2008 dem Gesetzgeber nahe gelegt hat, einen Gesetzesvorschlag zu verabschieden, der das so genannte negative Stimmgewicht verhindert und damit Überhangmandate wenn schon nicht verhindert, so doch deren Zahl begrenzt. SPIEGEL Online berichtet unter dem Titel „Der Stein der Weisen“ von einem bislang nicht ausreichend berücksichtigten Ansatz. Update, 25. Juni 2011: Die Koalition scheint sich auf ein neues, verfassungsgemäßes Wahlrecht verständigt zu haben.
