Gesundheitspolitik in den USA
In den USA nimmt die Debatte um die Reform des Gesundheitssystems Fahrt auf. Am 26. Oktober 2009 hat der Mehrheitsführer der Demokraten im Senat, Harry Reid (Nevada), eine vorläufige Gesetzesvorlage vorgelegt, die nun in den nächsten Wochen im Senat (und natürlich ebenfalls im Repräsentantenhaus) debattiert wird.
Für Barack Obama dürfte das Schicksal der Vorlage im Kongress zum größten Erfolg bzw. Misserfolg seines ersten Jahres im Amt des Präsidenten werden; zu oft hatte er im Wahlkampf betont, dass die Reform des Gesundheitswesens seine absolute Priorität sein würde. Die Debatte ist zugleich Ausdruck der oft beobachteten Tatsache, dass der Kongress im politischen System der USA als Teil der „checks and balances“ als oftmals ebenbürtiger Gegenpart des Präsidenten fungiert. Auch in Zeiten des „divided government“ (Kongress und Weißen Haus werden von der gleichen politischen Partei dominiert) muss der Präsident für jede einzelne Vorlage eine (neue) Mehrheit suchen.
