Neue Farbenlehre im Bundesrat
Die Zeiten, in denen es in Deutschland ein Zwei-Gruppen-Parteiensystem mit lediglich zwei denkbaren Koalitionsformationen (schwarz-gelb oder rot-grün) gab, sind lange passé. Wer auf die sechzehn Bundesländer schaut, kann nahezu alle denkbaren Koalitionsoptionen entdecken. Dies bleibt nicht ohne Folgen für den Bundesrat, insbesondere mit Blick auf das Abstimmungsverhalten dort. Können sich die Partner einer Landesregierung nicht auf eine einheitliche Stimmabgabe verständigen, enthalten sich die Vertreter des Landes im Bundesrat. Da allerdings für die Verabschiedung eines Gesetzes stets 35 Stimmen benötigt werden (und Enthaltungen wie Nein-Stimmen gewertet werden), wird es immer schwieriger, Gesetzesvorlagen durch den Bundesrat zu bringen.
