Der Bundesrat – (immer noch) ein Blockadeinstrument?
In der deutschsprachigen Politikwissenschaft wird seit vielen Jahren die These Gerhard Lehmbruchs diskutiert, der Bundesrat stelle einen Strukturbruch dar – weil eben nicht die Länderinteressen im Mittelpunkt stünden, sondern die politischen Parteien mit ihren spezifischen politischen Vorstellungen.
