ZParl 3/2020 erschienen
Schon vor einigen Wochen ist die Ausgabe 3/2020 der Zeitschrift für Parlamentsfragen (ZParl) erschienen (irgendwie hat sie erst heute den Weg in mein Büro gefunden…). Gleich wegen einer ganzen Reihe an Artikeln lohnt sich (auch) dieses Mal die Lektüre: Franziska Carstensen zum Beispiel beschäftigt sich mit der Rolle der Landesparlamente im Mehrebenensystem, Werner Patzelt porträtiert die „Gründergeneration des ostdeutschen Parlamentarismus“ nach 1990 und geht dabei vor allem auf den persönlichen Hintergrund und das Amtsverständnis der Abgeordneten ein, Andreas Feser zieht in seinem Beitrag Schlussfolgerungen aus den Wahlergebnissen 2019 und 2020 für das Parteiensystem in Deutschland („Nicht auf Polarisierung setzen!“) und Siegfried Jutzi erläutert das Urteil des Thüringer Verfassungsgerichtshof zum Paritätsgesetz des Freistaates. Darüber hinaus befassen sich gleich zwei Beiträge (von Peter Rütters bzw. Jürgen Maier) mit der Arbeit von AfD-Abgeordneten in den Parlamenten (verbunden mit der Frage nach den Konsequenzen für die parlamentarische Streitkultur), und Judith Raisch und Reimut Zohlnhöfer beleuchten die Frage, ob Klima-Schulstreiks die politische Agenda beeinflussen. Dabei analysieren die beiden die Twitterkommunikation von Bundestagsabgeordneten. Markus Linden schließlich stellt das Neben- bzw. Miteinander von parlamentarischen und privaten Petitionsplattformen vor. Und Ulrich Sarcinelli macht sich auf die Suche nach einer Legitimationsarchitektur für die digitale Kommunikationsgesellschaft („Der Staat in Zeiten des Internets“). Mehrere Rezensionen zu den Themen Wahlen, Parteien und Parlamentarismus schließen das Heft ab.
