US-Kongress: vor dem Neuzuschnitt der Wahlkreise
Alle zehn Jahre ermittelt eine Volkszählung in den Vereinigten Staaten zahlreiche Informationen über die amerikanische Bevölkerung. Im Nachgang werden stets die Wahlkreise für das Repräsentantenhaus in Washington neu zugeschnitten (während Senatorinnen und Senatoren stets ganze Bundesstaaten vertreten). Nach dem Motto „Wahlrechtsfragen sind Machtfragen“ hat dieser Neuzuschnitt gehörige Konsequenzen für diese Parlamentskammer (und zwar bis zur nächsten Volkszählung in zehn Jahren). Zuständig für den Neuzuschnitt ist dabei nicht der Kongress selbst, sondern die Parlamente der einzelnen Bundesstaaten. Und häufig erfolgt die neue Grenzziehung nach rein parteipolitischen Kriterien (was wir in diversen Lehrveranstaltungen als „gerrymandering“ kennengelernt haben).
