Vor der 17. Bundesversammlung…
In politikwissenschaftlichen Lehrveranstaltungen steht das Amt des Bundespräsident selten im Fokus. Und nicht allzu oft finden sich in Wissenschaft und Publizistik Artikel, die über das bloße Tagesgeschäft hinausgehen. Bei seiner Festrede auf dem 27. Wissenschaftlichen Kongress der Deutschen Vereinigung für Politkwissenschaft (DVPW) im Jahre 2018 sagte der Amtsinhaber Frank-Walter Steinmeier zu diesem Thema: „Wenn der Bundespräsident auf einem Kongress von Politikwissenschaftlern eine Rede hält, dann spricht gewissermaßen ein Forschungsgegenstand zu den Forschern, ein Objekt der Beobachtung zu seinen Beobachtern. Mir ist natürlich klar: Untersuchungen über die Wahl, das Amt oder sogar die Person des Staatsoberhaupts – wie soll ich sagen – dominieren nicht gerade die Debatte Ihres Faches. Ganz im Gegenteil. Der Bundespräsident fristet in der politikwissenschaftlichen Betrachtung eher ein Schattendasein. Selbst in Standardwerken der Regierungslehre werden ihm – meistens kurz vor dem Stichwortregister – nur ein paar Seiten gegönnt.“
Anlässlich der nächsten Bundesversammlung am 13. Februar 2022 (eine Übersicht der Mitglieder gibt es hier) blickt in dieser Woche die vom Deutschen Bundestag herausgegebene Zeitung „Das Parlament“ in gleich mehreren Beiträgen auf dieses Amt. Warum tagt die Versammlung in diesem Jahr nicht im Plenarsaal des Reichstagsgebäudes, sondern im Paul-Löbe-Haus? Und wo wurde im Verlauf der vergangenen Jahrzehnte getagt? Näheres findet sich hier. Wer trat wann warum an und war (nicht) erfolgreich? Ein Streifzug duch die vergangenen Bundesversammlungen ist hier nachzulesen. Warum der Parlamentarische Rat 1948/49 eine Direktwahl des Staatsoberhaupts ablehnte, wird hier begründet. Und über welche formalen Zuständigkeiten der Bundespräsident verfügt und wo und inwieweit er eine „Reservefunktion“ ausübt, ist hier zusammengestellt. Wer sich schließlich aus dezidiert politikwissenschaftlicher Sicht mit dem Bundespräsidenten beschäftigen möchte, wird hier fündig.
