Blick auf den Bundestag: Peter Struck und sein „Strucksches Gesetz“
Heute vor zehn Jahren ist Peter Struck (viel zu früh) verstorben. Er war zwei Wahlperioden lang Vorsitzender der SPD-Bundestagsfraktion sowie eine Wahlperiode lang Bundesverteidigungsminister (zudem „Pfeifenmann des Jahres“ sowie „Motorradfahrer des Jahres“). Insgesamt gehörte er dem Bundestag über 29 Jahre an. Später fungierte er als Vorsitzender der Friedrich-Ebert-Stiftung. Bekannt geworden ist Struck durch seine Äußerung, Deutschland werde auch am Hindukusch verteidigt, als es darum ging, den Einsatz der Bundeswehr in Afghanistan zu beschließen. Überdauert hat aber auch das so genannte „Strucksche Gesetz“, welches besagt, dass nichts so aus dem Bundestag herauskommt wie es hineingekommen ist. Damit verweist Struck auf die zentrale Rolle des Parlaments im Gesetzgebungsverfahren, auch wenn Gesetzesvorlagen aus der Exekutive oder aus Expertenkommissionen stammen sollten. Die Quintessenz: Am Ende fallen die verbindlichen politischen Entscheidungen im Bundestag, dem einzig direkt gewählten Organ auf Bundesebene. Erst in der vergangenen Woche hatte der SPIEGEL vier Seiten über Peter Struck im Heft (leider nicht frei online), sehr empfehlenswert ist auch sein Buch „So läuft das. Politik mit Ecken und Kanten“, mit dem er lesenswert und kenntnisreich hinter die Kulissen des politischen Hauptstadtbetriebes blicken lässt.
