Podiumsdiskussion: Parlamentarische Öffentlichkeit im digitalen Zeitalter
Am 18. September 2023 lud die Deutsche Vereinigung für Parlamentsfragen (DVParl) nicht nur zu ihrer regelmäßigen Mitgliederversammlung ein, sondern thematisierte auf einer Podiumsdiskussion im Sitzungssaal der Bundestagsfraktion von CDU und CSU im Berliner Reichstagsgebäude die Rolle parlamentarischer Öffentlichkeit im Zeitalter der Digitalisierung. Eröffnet wurde die Tagung vom frisch wiedergewählten Vorsitzenden der DVParl Konstantin Kuhle MdB (FDP). In einem Impulsvortrag präsentierte Prof. Dr. Utz Schliesky, seines Zeichens Direktor des Landtags von Schleswig-Holstein, eine Reihe von Thesen und Vorschlägen zur Nutzung sozialer Medien durch Parlamente und seine Abgeordneten, die auf dem Podium, aber auch im Auditorium detailliert und kontrovers diskutiert wurden. Für einen Blick aus der politischen Praxis sorgte der Hamburger Bundestagsabgeordnete Dr. Till Steffen, der sehr kurzfristig für den verhinderten Dr. Konstantin von Notz (beide Bündnis90/GRÜNE) einsprang.
Ausgehend vom Schlagwort „Legitimation durch Kommunikation“ für jegliches demokratisches Agieren standen mit der Pluralisierung, der Personalisierung, der Individualisierung und der Dynamisierung parlamentarischer Kommunikation deren zentrale Bestimmungsfaktoren im Mittelpunkt der Debatte.
Eins wurde an dem Abend klar: es ist ein Thema, das uns auch zukünftig in unseren Lehrveranstaltungen rund um Parlamente und Abgeordnete beschäftigen wird.
