Update 22. September 2010: Es ist in der Tat das Plenum des niedersächsischen Landtags in Hannover (siehe Kommentare). Aus der Perspektive der Abgeordneten aus gesehen sieht der Plenarsaal so aus (und wegen des Niedersachsen-Pferdes wäre es zu einfach gewesen):
