Der Bundesrat: Porträt einer Institution
Nach der Landtagswahl könnte der Bundesrat wieder in den Fokus der Öffentlichkeit geraten: nämlich dann, wenn Schwarz-Gelb die Wahl in NRW verlieren und damit auch die knappe Mehrheit im Bundesrat einbüßen sollte.
Der Bundesrat ist eine Institution, wie es sie wohl kein zweites Mal gibt: das „ewige Organ“ wird er genannt; über ein imperatives Mandat verfügt er, das Stimmverhalten wird vor den Sitzungen in der Landesregierung festgelegt; Stimmen können nur en bloc abgegeben werden; in dreistündiger Sitzung schafft der Bundesrat an guten Tagen etwa 100 Tagesordnungspunkte.
