Aktuell: Reform der Überhangmandate
Bis Juni 2011 hat das Bundesverfassungsgericht dem Deutschen Bundestag Zeit gegeben, das aktuell geltende Wahlrecht zu reformieren, um die Problematik der Überhangmandate zu entschärfen, oder besser: das negative Stimmgewicht (auch bekannt als inverser Erfolgswert) auszuschließen. So wäre es bei der Bundestagswahl von 2009 tendenziell möglich gewesen, eine parlamentarische Mehrheit zu erzielen, ohne dass sich diese Mehrheit aus dem offiziellen Wahlergebnis ergeben hätte – dank der 24 Überhangmandate für die Union. Momentan sieht es nicht so aus, als würde eine gesetzliche Regelung fristgemäß verabschiedet werden können. Das bietet die Gelegenheit, sich des Themas ganz grundsätzlich zuzuwenden.
In einem Beitrag für die Frankfurter Allgemeine Zeitung beleuchtet der frühere Richter am Bundesverfassungsgericht Ernst Gottfried Mahrenholz die Problematik Überhangmandate. In der aktuellen Ausgabe der vom Deutschen Bundestag herausgegebenen Zeitung Das Parlament finden sich ebenfalls Informationen zum Thema. Der Bonner Politologe Frank Decker widmet sich ebenfalls dem Thema Überhangmandate. Darüber hinaus ist dort ein Interview mit dem Innenpolitiker und Wahlrechtsexperten Dieter Wiefelspütz zum Thema.
