Vor Trumps erster Rede zur Lage der Nation
In diesen Tagen präsentiert US-Präsident Donald Trump seinen ersten Haushalt für das am 1. Oktober 2017 beginnende Haushaltsjahr. Darin spricht er sich für eine deutliche Erhöhung der Militärausgaben zu Lasten anderer staatlicher Behörden und Programme aus. Mit diesen Vorschlägen hat er bereits eine heftige Debatte bei den verschiedenen politischen Flügeln der Republikanischen Partei ausgelöst. Der Abgeordnete im Repräsentantenhaus Charlie Dent, Republikaner aus Pennsylvania, spricht für viele Republikaner auf Capitol Hill, wenn er sagt: „The president will propose and the Congress will dispose. We’ll look at his budget, but at the end of the day we in Congress write the appropriations bills, and I am not one who thinks you can pay for an increase in [military] spending on the backs of domestic discretionary programs, which constitute 13 or 14 percent of all federal spending.“ Hintergründe zum Thema finden sich hier, hier und hier. Im Mittelpunkt stehen dabei mit Trump und dem Sprecher des Repräsentantenhauses, Paul Ryan (Republikaner aus Wisconsin), zwei Politiker, die den Wahlkampf über sehr auf gegenseitige Distanz geachtet haben und nunmehr trotzdem miteinander arbeiten müssen, um einen Haushalt fristgerecht zu verabschieden.
Heute abend wird Trump zudem vor beiden Kammern des US-Kongresses seine erste Rede zur Lage der Nation halten. Traditionell umreisst der Chef der Exekutive bei dieser Gelegenheit seine politischen Prioritäten für die kommenden zwölf Monate. Und egal, mit welchen Plänen und Visionen man ins Weiße Haus eingezogen ist: die Geschichte zeigt, dass man als Präsident stets mit dem Unerwarteten rechnen muss: internationale Krisen, eigene Versäumnisse in der Transitionsphase, nicht antizipierte Ereignisse – solche Vorkommnisse können die eigenen Pläne quasi über Nacht über den Haufen werfen. Ich kam nicht umhin zu bemerken, dass sämtliche von Ihnen zitierte Quellen (Politico, NY Times, Washington Post) just diese sind, welche u.a. im Fadenkreuz des amtierenden Präsidenten stehen. Ich freue mich auf eine Einschätzung Ihrerseits zum Verhältnis zwischen Trump und den Medien. Wenn sich schon Bush Jr. mit einem seltenen Interview aus dem Ruhestand meldet, muss etwas im Argen sein.
