Minderheitsregierungen – besser als ihr Ruf?
Nicht erst seit der Landtagswahl in Thüringen im Herbst 2019 und den darauffolgenden schwierigen Mehrheitsverhältnissen wird auch in Deutschkand vermehrt über Vor- und Nachteile von Minderheheitsregierungen diskutiert. So verfehlte die Union bei der Bundestagswahl 2013 die absolute Mehrheit nur um vier Mandate. Wenn es zudem immer schwieriger wird, Koalitionen von zwei Partnern zu bilden (auch auch die „Große Koalition“ hätte derzeit keine parlamentarische Mehrheit“) und auch Dreier-Bündnisse nicht funktionieren, könnte – wie der Blick nach Skandinavien zeigt – eine Minderheitsregierung ein Ausweg sein (auch wenn es in den Nordstaaten eine gänzlich andere politische Kultur gibt). Auf Landesebene dienen vor allem das Magdeburger Modell in Sachsen-Anhalt (1994-2002) sowie Nordrhein-Eestfaklren (2010-2012) als Fallbeispiele. Vor einiger Zeit wurde auf diesen Seiten eine entsprechende Studie zum Thema vorgestellt. Vor wenigen Tagen hat sich zudem in einem Debattenbeitrag für den Berliner Tagesspiegel der Politikwissenschaftler Arndt Leininger (Freie Universität Berlin) zu Wort gemeldet und argumentiert, warum Minderheitsregierungen unter Umständen besser als ihr Ruf sind.
