Zur Rolle der amerikanischen Hauptstadt Washington DC
Die für heute angesetzte Abstimmung des US-Repräsentantenhauses zur Frage, ob die US-amerikanische Bundeshauptstadt Washington DC zum 51. Bundestaat der Vereinigten Staaten erklärt werden soll, zählt sicher nicht zu den drängendsten politischen Themen unserer Zeit, interessant ist sie gleichwohl.
Passend zu dieser Abstimmung findet sich in der aktuellen Ausgabe des Katapult-Magazins ein ausführlicher Artikel über den sonderbaren Status der amerikanischen Hauptstadt, die aktuell etwa 700.000 Einwohner umfasst und mit der Metropolregion (die auch Teile von Maryland bzw. Virginia umfasst) auf ca. 5,6 Millionen Einwohner kommt. Und wie so vieles im politischen System der Vereinigten Staaten hat dieser Status mit deren Gründungsgeschichte zu tun. Die Gründerväter rund um George Washington entschieden sich damals, die Hauptstadt des neuen Landes komplett neu zu erschaffen, nachdem James Madison im Jahre 1788 in den Federalist Papers geschrieben hatte, es gebe „eine unabdingbare Notwendigkeit einer vollständigen Autorität des Regierungssitzes“. Ab dem Jahre 1800 war Washington dann ständige Hauptstadt der USA – ein Bundesdistrikt („District of Columbia“), kein Bundesstaat (und nicht zu verwechseln mit dem Bundestaat Washington an der amerikanischen Pazifikküste). Einen eigenen Bürgermeister dürfen die Einwohner Washingtons seit 1973 wählen, und erst mit der Ratifizierung des 23. Zusatzartikels der amerikanischen Verfassung im Jahre 1961 ist es der Washingtoner Bevölkerung erlaubt, in den Präsidentschaftswahlen Wahlmänner und -frauen zu wählen.
Am Ende wird – aller Voraussicht nach – die oben erwähnte Vorlage H. R. 51 im US-Senat scheitern. Denn wenn man berücksichtigt, dass bei der vergangenen Präsidentschaftswahl die Einwohner Washingtons zu 90 Prozent für die demokratische Kandidatin Hillary Clinton gestimmt haben, ist unter Umständen nachvollziehbar, dass die Republikanische Mehrheit in dieser Parlamentskammer nicht dafür stimmen wird, zwei (weitere) mutmaßlich Demokratische Senatoren oder Senatorinnen zu akzeptieren, gerade in Zeiten knapper Mehrheiten. Aber auch vor gut zweieinhalb Jahrzehnten konnte sich das Vorhaben, aus Washington einen Bundesstaat zu machen, im Kongress nicht wirklich großer Beliebtheit erfreuen. Eine entsprechende Abstimmung im Repräsentantenhaus scheiterte im Jahre 1993 mit 153 zu 277 Stimmen, der Senat selbst hat bislang noch nie über diese Frage abgestimmt.
