Verfügen Landesregierungschefs über einen Amtsbonus?
Bundeskanzler bzw. -kanzlerinnen gehen in der Regel mit einem Amtsbonus in die nächste Wahl. Die Bundestagswahl 2021 stellte diesbezüglich eine Ausnahme dar, weil erstmals kein/e Amtsinhaber/in zur Wiederwahl antrat. Gibt es einen solchen Amtsbonus aber auch für die Landesebene? Diese Frage offenbart eine beträchtliche Forschungslücke in der politikwissenschaftlichen Regierungsforschung. Franziska Carstensen, Jakob Hirn und Kevin Settles vom Berliner Institut für Parlamentarismusforschung (IParl) haben dazu jüngst die Landtagswahlen der vergangenen 31 Jahre ausgewertet. Die Ergebnisse der Studie lauten zusammengefasst: „Im untersuchten Zeitraum stellte der Amtsverlust amtierender Regierungschefs eine Ausnahme dar. Ministerpräsidenten hielten sich demnach länger im Amt als Koalitionen auf Landesebene. Darüber hinaus war es für die nachfolgende Parlamentswahl potentiell eine Bürde, wenn Ministerpräsidenten während einer Wahlperiode vom Landesparlament ins Amt gewählt wurden. Bemerkenswert ist, dass Landesparlamente häufiger während einer Wahlperiode eine neue Person ins Amt wählten als nach einer Landtagswahl“. Im Volltext ist die Publikation hier abzurufen.
