Neue Lektüre: „Zumutung Demokratie“ von Sophie Schönberger
Demokratischen Errungenschaften folgen immer wieder auch Krisen und Rückschläge. In einer ganzen Reihe von Ländern ist die Demokratie zuletzt tatsächlich in die Krise geraten. In Deutschland sind die Befunde nicht so dramatisch wie in anderen Ländern, aber gleichwohl ist auch hier „ein zunehmender Verlust von Vertrauen in die demokratischen Institutionen und ihre Problemlösungskraft“ (S. 8) zu verzeichnen, wie die Düsseldorfer Verfassungsrechtlerin Sophie Schönberger in ihrem neuen Buch „Zumutung Demokratie“ schreibt.
In diesem Buch untersucht sie, „welche Zumutungen und Versprechen grundsätzlich in dem ‚Wir‘ liegen, das für jede Demokratie konstituierend ist, und wie die Demokratie als Regierungs- wie als Lebensform dem Zusammenfinden und dem Auseinanderdriften der Individuen begegnet“, wie es auf dem Klappentext des Buches heißt. Die zentrale These des Buches ist, dass die derzeitigen vielfältigen Krisenerscheinungen der Demokratie damit zu tun haben, „dass die Bereitschaft in der Gesellschaft sinkt, mit einer zentralen Herausforderung der Demokratie zu leben: der Notwendigkeit sich gegenseitig auszuhalten“ (S. 9). Und Schönberger fährt fort: „Demokratie ist keine One-man-Show, kein individuelles Selbstverwirklichungsprojekt und kein Ego-Trip. Die ‚Herrschaft des Volkes‘ setzt voraus, dass sich so etwas wie ein ‚Volk‘ im Sinne einer demokratischen Gemeinschaft überhaupt erst einmal konstituiert und als Kollektiv begreift“ (ebd.).
Mit Rückgriff auf den Philosophen Jean-Paul Sartre schriebt sie: „‚L’enfer, c’est les lautres‘ – die Hölle, das sind die Anderen, das ist jedenfalls ein Teil der Wahrheit in der Demokratie, die uns als Staatsform nicht nur ein großes Versprechen politischer Freiheit macht, sondern auch die Zumutungen auferlegt, die ‚Anderen‘ mit all ihren abweichenden Meinungen, Bedürfnissen und Interessen tatsächlich zu ertragen“ (ebd.). Die Autorin argumentiert, dass Demokratie Begegnungen brauche, gerade nach der vielfältigen Corona-bedingten Vereinzelung vieler Menschen. Demokratiepolitik muss sich ihrer Ansicht nach heute „weit über die klassischen Bereiche hinaus als eine Gestaltungsaufgabe verstehen, in der es jedenfalls auch in einem sehr grundlegenden Sinne darum geht, die ‚Anderen‘ als Teil des eigenen Lebens sichtbar, erlebbar und aashaltbar zu machen“ (S. 10). Solche Begegnungen sollten nicht dem Zufall überlassen werden, sondern als Impuls den „komplexen tatsächlichen Rahmen, die sie ermöglicht, politisch ernst…nehmen und bewusst…gestalten“ (ebd.).
