Außenpolitik der Ampel-Koalition zwischen Kanzler- und Auswärtigem Amt
Immer mehr außenpolitische Entscheidungen fallen im Kanzleramt. Das gilt auch für die aktuell regierende Ampel-Koalition. Doch dieses Spannungsverhältnis zwischen Kanzleramt und Auswärtigem Amt, zwischen Kanzler(in) und Außenminister(in) ist nicht neu. Auch Bundeskanzler Gerhard Schröder und Außenminister Joschka Fischer diskutierten bereits vor gut zwanzig Jahren die Frage, wer von ihnen in der Außenpolitik „Koch“ und wer „Kellner“ sei (und beide nahmen für sich Ersteres in Anspruch). In einem Beitrag für die Zeitschrift „politik+kommunikation“ beleuchtet Günter Bannas, früherer Chef der Parlamentsredaktion der Frankfurter Allgemeinen Zeitung, dieses komplexe Verhältnis und greift dabei auch auf die Erfahrungen früherer Regierungen zurück.
